The Lisbon Treaty, which entered into force on 1 December 2009, made the Charter of Fundamental Rights legally binding, thus further enhancing Europe’s “multilayered” system of protection of individual rights, which began with the ‘ establishment of the Council of Europe and the signing, back in 1950, of the European Convention on Human Rights. To help raise awareness of this new legal dimension the Fondazione Basso participated in a European project with a series of seminars. The “lectures” which introduced the seminars are published in this volume.
