Johann Carl Bertram Stuve (17981872) was mayor of the city of Osnabruck und represented Osnabruck as deputy in the Estates Assembly (Standeversammlung). Between 1848 and 1850, he was Minister of the Interior of the Kingdom of Hanover. As deputy in the Estates Assembly, Stuve initiated and promoted laws to remove financial burdens from the peasants (liberation of peasants). As Minister of the Interior, he asserted various reforms in the revolutionary years of 1848/1849. In addition to his state and local government offices, Stuve wrote numerous essays on historical developments and on state theory. These essays secured him an honourable place on the side of another great son of the city of Osnabruck Justus Moser. This monograph shall remind.of Stuve’s reforms and scientific contribution and underline his significance for the history of the kingdom of Hanover.
