Nel 1576 le Leges novae di Genova stabiliscono che due volte l’anno si sorteggino cinque patrizi per rinnovare i Serenissimi Collegi, la massima carica di governo. Su quei cinque nomi naturalmente si scommette, e lo si fa secondo modalita che prefigurano il gioco del lotto. Dal 1644, quando la Repubblica autorizza le scommesse e ne appalta la gestione, la loro popolarita non fa che crescere in patria e nel resto d’Italia, al pari degli introiti per le casse pubbliche e private; cosicche altre citta cercano di copiarne lo schema, e spesso dietro quei tentativi vi sono speculatori liguri, compresi gli stessi appaltatori. Se l’origine genovese del lotto e nota da tempo, in questo libro si esaminano per la prima volta, sulla scorta della documentazione archivistica, i meccanismi primitivi del gioco, le modalita degli appalti, le manovre per riprodurlo al di fuori di Genova, le ricadute economiche e istituzionali che ne sono derivate, alcune delle quali decisamente curiose e inaspettate.
