En prenant comme fil directeur la pensee de John Stuart Mill, auteur en 1859 des Quelques mots sur la non-intervention , dont il propose une nouvelle traduction, cet ouvrage met en lumiere les enjeux de ce riche debat, qui mela considerations morales, politiques, strategiques, historiques et meme economiques. Les origines du probleme philosophique du droit d'ingerence sont ainsi exhumees.
