English summary: The origin of economic policy in Brandenburg-Prussia and Hanover in the 18th century were requests and appeals by the subjects. Governmental activities like founding factories, granting monopolies or other privileges, establishing customs and embargos on imports or exports were negotiated in each individual case with the respective subjects. The author’s results are based on a voluminous and partly first-time scientific analysis of governmental files in Brandenburg-Prussia and electoral Hanover from the 18th century. The economic theory of mercantilism – assuming that the economic power of the state was brought into line by the absolute monarch alone – does not withstand the critical examination on the basis of the sources. German description: Der Autor wertet das Verwaltungsschriftgut in Brandenburg-Preussen und Kurhannover aus dem 18. Jahrhundert wissenschaftlich und in Teilen erstmalig aus. Der Fokus liegt dabei auf den vielen Akteuren, denn die Wirtschaftspolitik im 18. Jahrhundert ging im Wesentlichen von Beschwerden und Bitten der Untertanen aus. Wirtschaftspolitische Massnahmen wie Fabrikgrundungen, Monopole, Privilegien, Ein- und Ausfuhrverbote oder Zolle wurden im Wechselspiel von der Verwaltung mit den jeweils Betroffenen ausgehandelt. Von Diest stellt dabei die in der Forschung bisher weitverbreitete wirtschaftspolitische Theorie des Merkantilismus, nach der alle Wirtschaftskraft eines Staates auf einen zentral vom Monarchen vorgegebenen Plan ausgerichtet war, auf die Probe.
Dr. Johann von Diest studierte mittlere und neuere Geschichte sowie Politikwissenschaften in Göttingen und Paris. 2015 promovierte er an der Universität Potsdam.
