Das von Heinrich I. und den Ottonen geschaffene und zur Hegemonialstellung im Abendland gefuhrte Deutsche Reich erlangt mit den beiden ersten Saliern, Konrad II. und Heinrich III., einen Hohepunkt seiner Geschichte. Die Herrschaft Heinrichs III. stellt die vollkommenste Verwirklichung des fruhmittelalterlichen sakralen Herrschertums dar; gleichzeitig aber fordert sein autokratischer Regierungsstil den Widerstand des Adels heraus; die konigliche Kirchenhoheit wird durch die breit einsetzende Kirchenreform und das Wirken des Reformpapsttums in Frage gestellt. In der Endphase der Regierung Heinrichs III. gerat das Reich unverkennbar in eine Krise. Heinrich IV. ist es nicht mehr gelungen, die Machtgrundlagen der fruhmittelalterlichen Monarchie in vollem Umfang zu behaupten. Der Autor verbindet mit der Darstellung der Epoche und ihrer Strukturen eine Deutung der historischen Leistung der Dynastie der Salier und versucht so auch eine Antwort auf die Frage nach der Bedeutung der Personlichkeit in der Geschichte zu geben.
