The First United State Parliament, which met in the Berlin City Palace from April 11 to June 26, 1847, has so far been largely overlooked in researchunjustly, given that it represents a high point in the development of pre-March Prussian parliamentarism and is of considerable importance for its subsequent development. This work explores new avenues for classifying the State Parliament at the intersection of Prussian social and constitutional history. Based on a broad source material, the first part examines the discussion of the Prussian constitutional question in 1847. The key finding is that the State Parliament can be viewed as a forum for debate between various conservative groups. The second part expands the research approach and examines the State Parliament as a social locus for political (conservative) elites. Drawing on political culture research, it is ascribed a life of its own. This allows us to capture the dynamics of processes of understanding and self-understanding in everyday parliamentary work. The focus is on the composition of the estates, the work of the state parliament committees, which was characterized by hierarchical and authoritarian structures, and the interaction between Frederick William IV and his ministers in their dealings with the members of parliament. Furthermore, factors of political alliances are discussed in detail: In addition to the provincial origins of the members of parliament, private accommodations and places of social gathering also played an important role.
