Speaking of a war on terror raises the question whether there is an actual war between the attacked states and transnational terrorist organisations. By examining the concepts ‘war’ and ‘peace’ and applying the findings to transnational terrorism, the book shows this categorization as war to be erroneous, but still observes the difficulties of combating transnational terrorist organisations.
