Negwer, der Geheimsekretar von Georg Kardinal Kopp und Adolf Kardinal Bertram, der beiden grossen Kardinalsgestalten auf dem Breslauer Bischofsstuhl, ware an sich schon wegen dieser wichtigen Vertrauensstellung biographiewurdig. Seine weiteren Amterubernahmen im Ordinariat Breslau – wie Schul- und Bildungsreferent, Offizial und Generalvikar – machten ihn neben dem Bischof zur wohl wichtigsten Gestalt im kirchlichen Amtergefuge Breslaus vor 1945. Dies unterstreicht diese Biographie durch Einblicke in interne kirchliche Verwaltungs- und Entscheidungsablaufe, beleuchtet z.B. den personlichen Umgang Adolf Kardinal Bertrams mit seinem Generalvikar und anderen Ordinariatsmitgliedern. Negwers Aufenthalte und Tatigkeiten von 1946 bis 1964 in Erfurt und Gorlitz sind ein Kapitel der Schicksale vertriebener Geistlicher des Erzbistums Breslau und des spateren Breslauer Restbistums Gorlitz.
