Within the Soviet mega-project of the Baikal-Amur Railway (BAM), various Soviet territorial entities were given, through a system of sponsorship, specific tasks for the construction of industrial plants and of urban settlements along the route. In the highly centralized USSR (respectively Russia today), everyday life was generally more relying on administrative centers than on local administrations and communities. Investigating how individuals on the ground navigated between local needs and centralist top-down directives is thus representative for such practices in the USSR as a whole. One example for the variety of appropriations and reinterpretations of such directives is the 1975-82 construction of the BAM settlement of Niya(-Gruzinskaya).
