The 1921 referendum on the state affiliation of Upper Silesia was the culmination of the battle for the favor of Upper Silesians. It was fought with weapons and propaganda after the old order in Europe had collapsed as a result of the First World War. On the ruins of the empires, new nation-states emerged. The largely nationally indifferent population of Upper Silesia now had to choose between Germany and Poland.
