English summary: Embedded in the context of foreign and foreign economic policy, this study examines Germany’s role in the founding of the Universal Postal Union and its shaping until 1914. In doing so, the study directs attention to how the German Empire made a structural contribution to the development of an increasingly integrated world economy around 1900 by establishing a global communications order.
