In 1912 Max Freiherr von Oppenheim discovered the remains of the archives of governor Mannu-ki-Assur (no later than 808-764 BC) on top of the citadel of the Neo-Assyrian provincial capital of Guzana (today’s Tell Halaf). Ernst F. Weidner published a first editing of the documents in the sixth supplement of the Archiv fur Orientforschung (Archive of Middle Eastern Studies) in 1940. This revision by Aron A. Dornauer now takes into account the knowledge gained since then and contextualizes the documents within a socio-historical period, in which Assyria was integrating occupied Upper Mesopotamia into the provincial system of an emerging Assyrian-Upper-Mesopotamian territorial state. Im Jahr 1912 fand Max Freiherr von Oppenheim auf der Zitadelle der neuassyrischen Provinzhauptstadt Guzana (modern Tall Halaf) die Uberreste des Archivs des Statthalters Mannu-ki-Assur (max. 808-764). Eine erste Bearbeitung der Texte von Ernst F. Weidner erschien 1940 im sechsten Beiheft des Archivs fur Orientforschung. Die vorliegende Neubearbeitung von Aron A. Dornauer berucksichtigt das seitdem gewachsene Wissen und stellt die Texte in den soziohistorischen Kontext einer Phase, in der Assyrien das eroberte Obermesopotamien in das Provinzialsystem des sich formierenden assyrisch-obermesopotamischen Territorialstaats integrierte. Die administrativen Urkunden und Briefe dokumentieren Getreide, Gross- und Kleinvieh fur Abgaben sowie Personal fur zivilen und militarischen Frondienst. Infanteristen und Schleuderer, Streitwagen- und Hilfstruppen sowie der Tross werden ausgehoben, mit Waffen, Rustzeug, Equiden und Proviant ausgerustet. Gold und Gesandte aus dem Westen werden durch Guzana geleitet; Personen werden des Rechtsbruchs beschuldigt; Rituale werden organisiert. Neben der Kommunikation innerhalb der Provinz dokumentieren die Texte die Kommunikation der Provinzadministration mit koniglichen Buros in Kalhu, mit Offiziellen benachbarter Provinzen und Magnaten wie dem “turtanu”, fur den die Provinzverwaltung Streitwagen und Truppen bereitzustellen hatte. Briefformat, Schriftgebrauch und Duktus unterscheiden sich von den jungeren Texten aus Ninive, Kalhu und Assur. Eine Besonderheit der Einleitung des Briefformulars des “turtanu” und des Mannu-ki-Assur dokumentiert, dass sich in der ersten Halfte des 8. Jahrhunderts nicht nur die Magnaten konigliche Prarogative angeeignet haben.
