1963: Zwei Jahre nach dem Mauerbau in Berlin kommt Bewegung in die nationale und internationale Politik. Egon Bahr pragt 1963 die Formel Wandel durch Annaherung, die den unumstosslichen Beginn der Entspannungspolitik markiert. Mit dem ersten Passierscheinabkommen wird die Mauer im Dezember 1963 zumindest fur die Westberliner erstmals wieder durchlassig. In der DDR bringt Walter Ulbricht 1963 grundlegende Reformen auf den Weg, die neben der Wirtschaft auch Justiz, Jugend sowie Kunst und Kultur betreffen. Er reagiert damit geschickt auf ernsthafte Krisensymptome. Doch breite Bevolkerungskreise artikulieren weiterhin Unzufriedenheit, seien es Arbeiter oder Jugendliche, Christen oder Kulturschaffende. Die Berichte der DDR-Staatssicherheit an die SED-Fuhrung spiegeln in aller Deutlichkeit die Ambivalenz dieses markanten Jahres zwischen Aufbruch und Beharrung wider.
